Update: 9/25/2010
Representatives from SIX states met with the EPA Office of Ground Water and Drinking Water in Washington DC on September 8, 2010.
Represented were PA, VT, SC, NY, CA and MASS. We presented compelling information about acute health effects of chloramine as well as
the lead issue and long term byproducts issues. We showed the inconsistencies in use and dosage through individual states and among the 50 states.
We showed them that at least 9 states disallow or discourage the use of chloramine for the entire state and that with our six states..that is 15 states
and growing in opposition to the use of chloramine. We also drew their attention to the Precautionary Principal, a Congressional mandate for the
EPA office of Water and an Executive Order requiring EPA to consider the effects on children before promulgating any rule or regulation that could adversely
affect them through their environments including air and water. Since we know that lead and nitrates are issues affecting children..this should be a no-brainer.
All 6 representatives presented stories of the suffering being experienced by people in their state. The EPA reps paid attention (we gave them a ton of paper!),
they took copious notes as the other states were rendering stories of symptoms. It was a short meeting but packed with information and a solid front by the states
that we are growing not diminishing and that we will continue to fight until they stop the use of chloramine. They put this train on the tracks and it is up to them to put it out of service.
We are beginning to hear the symptom stories here in PA. We need to properly catalog these symptoms and will do so anonymously . It is very important
for PA to have good data because we can provide a clear association with the beginning use of chloramine where other states did not discover the connection
between chloramine and symptoms until significant time had elapsed. We are grateful to our sister states for discovering that connection and laying the foundation from which we were able to fight the use of chloramine and now recognize the symptoms. I had a long talk with systems operator in Tennessee, I am more convinced than ever that PAWC does NOT need to do this. American Water operates in Tennessee without chloramine and maintains compliance. They also operate in Ohio where facilities have to PROVE that they cannot meet EPA regs without chloramine before they can get a permit. No American water facility in Ohio operates with chloramine (that we have found)- all of which means that they can do it if they want to.
